Beta for this repository is the top level. Prior-art work (the original niagara-atlas/ prototype, now under first-attempts/niagara-atlas/) is reference only. It is not the product root.

These documents do not publish a site, do not fetch data, and do not change the Master Control Spreadsheet.
Start from the repo. Linear projects Industrial Atlas (backend) and HeavyMap.com (frontend) own their independent backlogs. This repository remains the code and policy source of truth. Read the working agreement and the relevant frontend or Atlas handoff. PR #80 records a split plan; execution and naming migration need a separate assignment.
agent-ready plus a matching lane (agent:cloud, agent:claude, and the other agent:* lanes)~/na/ (xlsx or csv). It is not in this repo.
